In 2008 the US tried to stagd a revolt to overthrow the Bolivian government by using CIA men in diplomatic clothes. A few were thrown out of Bolivia. Venezuela did the same a few years later (2012 I think) when CIA operatives tried it in Caracus. No, the US has been trying to topple south American governments for decades.
