Dr Kisić Tepavčević specifies: Masks in the open recommended, not mandatory

Dr Darija Kisić Tepavčević specified in a statement for Tanjug that wearing masks outdoors is still a recommendation of the Crisis Staff, and not an obligation.

Well, which is it? Is the wearing of masks mandatory everywhere and at all times, as stated in one report, or is it only mandatory indoors, as stated in another report? So if someone is caught not wearing a mask outside, will they be penalised or not? You would think that it would be fairly easy to give clear instructions about something so simple! In reality, who is going to enforce these measures? As I have said before, it's all well and good announcing measures but so many people take no notice and nothing happens to them. If you say you are going to enforce them...enforce them! Otherwise people will just laugh at you and ignore anything that you say.
