Mogherini allegedly promising Pristina that the CSM would not have "executive powers" is very subjective in its meaning, if it's even true. What's not subjective are the functions which the CSM is guaranteed to have in the agreement signed way back in Brussels 2013. That must be fully implemented if we are going to seriously consider any possible future agreements.
It's my personal opinion that expanded powers (i.e. full sovereignty to Serbia) for the CSM+extra-territorial status for Serb monasteries in exchange for opening Pristina's path to UN membership and all other intl organizations is the only basis for a legally binding agreement on "normalization".
However it seems that Albanians wouldn't be interested in any of this. In that case it's much better for Serbia to keep the status quo and wait for better conditions than to accept Albanian Irredentism.

Serb officials told their citizens it was a done deal hoping the people would forget the details concerning the CSM. Now the chickens are coming home to roust.
Serbian flawed tactics in negotiations with Kosova have not change since Rambouillet in 1999. The Serbs got bombed for trying to queer the deal, but tried to blame it on the Albanians. However, there were many US and British legal experts at the negotiations table in Rambouillet and they took copious notes. The Serbs pretended they signed a different agreement than the one they agreed upon, much like they are doing now in Brussels. The rest is history!
Serbs should be careful. They destroyed former Yugoslavia by trying to create so-called republika krajina, republika srpska,etc, in the end Kosovo became independent. This time they want ZSO in Kosovo. In the end they might end with Albanian, Bosnian, Hungarian, Bulgarian, Romanian associations inside Serbia.
Who disclosed Mogherini's letter? The Democratic League of Kosovo. I regularly post about EU/western incompetence, but even this would be ineptitude incorporated and it did not occur.

Who disclosed Mogherini's letter? The Democratic League of Kosovo. I regularly post about EU/western incompetence, but even this would be ineptitude incorporated and it did not occur.
For Mogherini to have written such correspondence would be the pinnacle of idiocy because she would know that at some stage it would leak out or be used as blackmail against her/EU. It would tarnish EU diplomacy beyond repair.
I doubt that she did that. The best these Albos can hope for was for Mogherini to verbally make such a statement in order to placate the Pristina because the “natives were restless”, but knowing fully well that someone else will come into the job of Foreign Affairs Minister and he/she would have to break the bad news to the Albos.
The problem here ladies and gents, is that Serbia has outwitted and outmanoeuvred the west completely. It has managed to have all this wrapped up in the Brussels Agreement and it has fulfilled all its commitments of that Agreement, but the Albos have not.
I would guess that there are two sections of the Brussels Agreement. The first section would be the one that’s public, but the second section would not be released and that is where the details are located. If you think that Belgrade would have signed away anything then think again.
This statement is a result of Albos fighting amongst themselves.

Serbia wanted executive powers for CSM but Kosova never agreed to it. Serbia’s negotiation team went away in a huff, steaming like a locomotive, and over a period of time, convinced itself that they had Prishtina’s consent. Serb officials told their citizens it was a done deal hoping the people would forget the details concerning the CSM. Now the chickens are coming home to roust.
Serbian flawed tactics in negotiations with Kosova have not change since Rambouillet in 1999. The Serbs got bombed for trying to queer the deal, but tried to blame it on the Albanians. However, there were many US and British legal experts at the negotiations table in Rambouillet and they took copious notes. The Serbs pretended they signed a different agreement than the one they agreed upon, much like they are doing now in Brussels. The rest is history!

CSM wasn't even a thing in 2008, you obviously don't know what you're talking about. Mogherini allegedly promising Pristina that the CSM would not have "executive powers" is very subjective in its meaning, if it's even true. What's not subjective are the functions which the CSM is guaranteed to have in the agreement signed way back in Brussels 2013. That must be fully implemented if we are going to seriously consider any possible future agreements.
It's my personal opinion that expanded powers (i.e. full sovereignty to Serbia) for the CSM+extra-territorial status for Serb monasteries in exchange for opening Pristina's path to UN membership and all other intl organizations is the only basis for a legally binding agreement on "normalization".
However it seems that Albanians wouldn't be interested in any of this. In that case it's much better for Serbia to keep the status quo and wait for better conditions than to accept Albanian Irredentism.

I understand in Bosnia because there is a big Serb population so you have to share power. But in Kosovo? That is a fantasyland dream and on top of that the U.S would not let that happen because they would have so many issues due to Serbs being against U.S interest. Again look at Bosnia and the NATO situation

Just look at the Ottoman Turkish census of 1455 of Kosovo. The Turks (not Serbs) recorded Kosovo at the time had a population of 0.26%. Over 90% were Serbs.

Mogherini was on the side of the EU. She wanted the Serbs to recognise Kosovo so that the EU’s blunder of recognising the ghetto can be pasted over. At the end of the day who cares what Mogherini wrote because if it did not work for Belgrade its back to status quo or frozen situation. I’m sure even you can work out how Kosova is going under those conditions.
