This was all about Trump and about the US giving a big middle finger to the EU. The US just like in the 90s is interfering in the EU's backyard and to show the EU that they still are or want to boss in Europe and that European countries are vassal states. But the EU itself is also guilty for that. They left the Western Balkans to itself and so others came to play.
