isn't too much better for our near neighbors.

Some extra detail about that incident and people vs. the uniform.
Of course I was unable to identify the source of the problem.

It was I think a Saturday, no worker was at the Hyundai dealership in PS.
It was a lower-rank salesman and a manager. Kia is not Hyundai and it was a U.S. model.

They had absolutely no obligation to even look at me.

They called Skopje. I understood almost everything. Kia Skopje had most people enjoying the weekend, but they waited for me after the call. Calculate the 30-50 mph speed from PS to SK included the line on the border, you get the idea how long they waited in SK.

The car was a U.S. model, they could make the job I asked for only - and go home. It was weekend, right? Instead they spent maybe an other hour with the tires. No cheating, I knew that one tire was blown few days before. But I was kept cheated by the tire dealer in Ócsa who made me pay some good money for a lousy work. As far as my geography skills: Ócsa is not in RS/KiM/MK. So who was the corrupt?

The price of advise and extra work in PS was 0 (null, zilch, nix) Euro.
The price in SK was very-very reasonable and I watched what they doing. Everything was professional.

As for uniform... the first border was OK, they are used to "internationals" on both sides.
In addition, EULEX was there, too. Than in Sv. Naum things got less lucky. Did not pay anything, he was angry.

MK is the absolute champion, Bulgaria is the second.
After an unfortunate incident (corruption!) in 1979 I refuse to travel to Bulgaria.

This is about border guards, police, politicians. As for people - fantastic in general.

Once we made a stupid experiment filling the car with E-85 without reading the manual. In engineering this is called "RTFM error". ("Read That F....ine Manual Error").
Being at our favorite KS/KiM topic, the red engine lights came out brightly not the first day - but when the f*** car was between Pec and PS. Going with 15 mph all over the ridges, than looking for a Kia dealer in PS. Only Hyundai. The guy in Hyundai told me very politely in a mix of English and Russian "RTFM". Than called Skopje. Than told me to go from PS to SK at a pace of 30mph. In SK the Kia dealer syphoned all the E-85 and had to change the tires because a tire repair shop in HU few days before did some illegal stuff. All the way from Ócsa to SK via BG, Studenica, Pec, PS, Skopje the car was dangerous at any speed - without us knowing that. Shame on dealer in Ócsa.
From SK things went to Kastoria, Ohrid than to… Корча :)

The problems arose with Slavonic brothers on the border at Sv. Naum
“A....American!”

This is a $1000 триллион question: are Russians right or Chinese?

Russians: try to change the society. It is very painful process because for 800 years (thanks, Mongols!) it was behind the expected level and than for 70+ years it was a horror of Communism. As society changes, hope the economy will improve. But the process is slow and painful. At least now the people are not afraid to talk anymore.

Chinese: don't touch the society and the rule of the Party. Instead, encourage everyone to enrich himself somehow. Maybe the society will improve, but we want to cement our grip on it. In exchange of the silence you get money.

I am thinking, the first way is very painful but it's the way to the future.
The second way is rotten to the roots and will fail.

The future is China + India Russia + US + EU.

Yes, it's about perception. I think the US would rank higher if citizens wouldn't be so skeptical of the government. The corruption here in Serbia is enormous -- completely off the charts! -- compared to the States. But I'm guessing it isn't too much better for our near neighbors.

Revolutions start by crowds not willing to follow the leaders.
Than, new leaders emerge within the crowd and the revolutionaries are very much willing to follow the new leaders.

Without any guarantee the new leaders are better than the old.

What we see here is horrible and shows how rotten that system is.

What may now happen? The doctor hopefully will recover. But he could die from the illness or he could be executed if the police would not hold back.

And now the guilty ones. Yesterday they were the watchful guards of the Homeland.

Tomorrow they could be executed for not complying yesterday with the orders of Supreme Leader who issued them today.

@JS and Yemen vs. Russia.

The presumption of corruption is extremely high in both Russia and East Germany.
You can go into a store even as a foreigner, loudly announce your political stance regarding domestic issues and topics start roll quickly. After 40 years (DDR) or 70 years (Russia) people do talk. And they assume, even the little mouse in the house is corrupt.

China landed much higher than Russia. Indeed. In the same city (Quedlinburg) where you can loudly argue with Russian tourists or local Germans I randomly met a Chinese IT guy.
He was scared for about half an hour and at the end produced some heavy anti-American propaganda you won't hear even in rural Russia. Guess, why.
