They are not interested in forming a government until the results of the elections the United States are determined. Reason being that if they do form a government they will be forced to negotiate with Serbia now. Which means they will be required to make difficult decisions. If on the other hand the Democrats win then it will be a friendlier administration for the Albanians they think
