Critical information is missing. Does that 19000 Euro apply to both parents together or separately? I have impression this is the total. In that case we are talking about the poorest of the poor. Who are the parents, what kind of job is on Malta which pays ca. $22000 / year to a couple? This would be about $1000 / adult person / month, with the child allowance.

This looks like a job in the tourist industry. Pretty much the easiest job one can find on Malta.

The result of this decision won't change anything. The kids will either stay there illegally (is there any direct flight or ferry from Malta to Serbia with passport control?) or the parents will find the same job somewhere else.

There is no solution to this problem except to pay fair salaries in tourist industry.
I was on a ferry from Sweden to the Continent this year and talked to one of the waiter.
He was a Lithuanian-born from Lithuania. The salary he told me was pathetic, barely enough for life.

This is why we don't need these "migrants" here. Whom you think they will compete with? Only in the Silicon Valley with me. On Malta or on Lithuanian ferry they will compete with Lithuanian or Serbian waiters. Thanks, no, friggin go home back to Indo-Pakistan.
