This is really the crux of the: every government follows their interests. It just happens to be that the US has the largest military and thus tends to be able to pursue its interests to the greatest extent. My point of view regarding them could be narrow (IT), but from that point of view they are OK.

We spent most of our Summer around Pskov, St. Pete, Tallin, Riga, Stockholm and König. No complains.

Like everywhere else in the Balkan in Serbia too different people have different priorities.
Some buy packet of fags every day, mobile before paying for the rent. And so on. And then they go to soup kitchens, sleep rough.
Work is the answer.
Better 400 euro in the pocket than none!
Up and down Rep Serbia jobs are created people must be more flexible to move with the jobs.

I read the same article in the WSJ, however, what you failed to mention was that Russia, like Serbia, is a country, in spite of foreign investment, where a large portion of the population do not earn enough income to feed themselves because their gov’t simply does not care what happens to their citizens.
