Kosovo doesn't need to join. It's a province that is a part of Serbia. If it drops its independence demand, negotiate with Serbia autonomy and its already part of the mini schengen deal without the need for signatures. After all the Albanias there are generational Serbs that were born in Serbia, not Albania. They all speak Serbian and have Serbian birth certificates and citizenship. Calling themselves Kosovars doesn't give them free movement in the EU like the Serbian passport does. Thousands each year travel to Beograd to get Serbian citizenship to move abroad.
