A while ago Tito came up with the same idea, including Bulgaria and Hungary.
Stalin did not like it and things went from bad to worse.
This is probably the attempt #3 or so. Because it makes sense, it won't be implemented.
BTW: where is CG and BiH? What happened? Unable to navigate the road to NS?
