Two completely different scenarios' contrary to the propaganda from western news outlets, Croatia was never invaded by Serbia or Yugoslavia as it was part of Yugoslavia , it was a civil war where the Serbian inhabitants wanted to remain part of Yugoslavia, not a newly created Croatia. Kosovo was an autonomous province under Serbia, it was never "invaded" as well.

To answer your question, in my view Ante Gotovina was never guilty of war crimes defending Croatian interests and never directly ordered the killing of civilians although some of his commanders committed war crimes against some of the older civilians including looting of property. Slobodan Milosevic was never proven of any crime or conspiracy, to General Ojdanic, Pavkovic and Lazerevic should all be exonerated.
