The other issue with ground troops is that Greece would not allow transit of arms and or ships through its ports even as part of NATO, this complicated amassing ground troops for an invasion. Public opinion particularly in Germany was waning on NATO. Regardless, ground troops would have taken Serbia out at a great cost and removed Milosevic. NATO eventually achieved its goal of removing Milosevic using the false "Yugoslav" revolution and essentially installing puppet government's of Kostunica and Djindjic. Russia put the nail on the coffin on Serbia when Russian envoy Viktor Cheromyridin threatened to pull Russian support from Serbia even though it was not much in the first place.
