Finally, all other primary monasteries that do not fall to the Serb enclaves (Prizren, Pec and Decani) must have extraterritorial status.

I am not sure if you are joking or not but if you compare it to the housing crisis in most of western europe that is maybe not a bad idea if they will make some updates and changes to the design.
