This is plan to ensure Serbia refuses. Then the Albanian side will say that Serbia is now refusing to negotiate, and how its unteasonable.

Serbia will not accept such terms (ultimatum) and nothing will change and will remain frozen conflict.
I suspect that the Albanians think the US will come and attack Serbia again for refusing to "negotiate" But there is zero chance of that.

The US is $23+trillion in debt and of course there is now a powerful Russia and China on the scene. If Albanians are serious about a compromise and agreement they better wise up and be reasonable.

This move by Kosovars is brilliant. By putting together a list they are expressing to the world what they want. Now, Serbia has to put forward their demands for the world to see. Serbia can demand autonomy, no recognition etc etc and that will show the world what a “negotiation” really means with Serbia. The Kosovars can then continue the 100% tax because the world will know Serbia has no intention of coming to the agreement the world expects. The world will have very little to push Kosovars to “negotiate” with Serbia.

Sounds like an ultimatum from the poorest region in Europe with zero power. The reaction from Belgrade should be simple, negotiate directly with the US with Russia backing which will be the only chance for a long lasting solution. Essentially this is what happened with the Dayton accord as Milosevic and Tudjman cutting a deal cutting off the respective RS and Croat Bosnia authorities, unfortunately Izetbegovic with direct US backing had to be negotiated with but the US pushed hard on Izetbegovic to accept the deal, same thing is going to happen to Thaci. Haridinaj has zero input and may even end up as the scape goat and find himself locked up for war crimes.

One thing I have learnt Mary is you cant fight stupidity and you rank there with the best of the Albos. The Chapters are the actual parts of the Brussels Agreement and it is the Brussels Agreement that has to be finalized as part of the accession to the EU.
