The Danube carries more goods than the Adriatic. Albania has access to the Adriatic and look how successful its become LOL. Croatia is an even better example since its coastline is huge, but its an economic basket case.
Plus Serbia has its own port in Bar, Montenegro; yes it belongs to Serbia. It was part of the agreement with Montenegro before the breakup.
