I guess then dialogue won't take place for a long time since Albanians know nothing about civility or understanding out rules work. Just as good. Kosovo is losing recognitions and the EU is backpedaling on visa-free travel once countries realized hundreds of thousands of Albanians will swarm into Central Europe the moment that happens.
