EU: KSF can "transform only in accordance with constitution"

The transformation of the Kosovo Security Forces into an army can be carried out only in accordance with the Kosovo Constitution, say EU officials in Pristina.

Nope they can’t. The US is only blowing hot air up Albanian butt to make you guys feel good and nothing more.
Its not the EU that has to approve, but someone else and since they will not do that no army; my God Kosovo lives off EU funds and you guys can’t feed yourselves and you want an army. How are you going to pay for it? Start a fund and get the Albos working in low paid jobs in the EU to clean one extra cubicle and donate those proceeds to the fund LOL?

Stop fantasizing about what will never be a reality. The EU, NATO, UN, and US once again told you "no army". If you can't even follow what your supporters tell you, there's no hope for you.
