As part of Brussels agreement, all Serbian institutions in northern part of Kosovo were to be dismantled, and local Kosovo police force established. Non local force, armed with "long barrels" is not allowed in, except in emergency situations, and only with permission of KFOR.
Now we see that Thaci having a coffee is emergency situation, too.
It was staged to show that Albanians will not honor any agreement they signed, and that Brussels agreement is dead. Same goes for their US, UK, EU sponsors. To honor something honor is required. They don't have it, and I don't see what else is there to say.
Signing any kind of agreement with them is pointless.

The Commander of this region shall be a Kosovo Serb nominated by the Ministry of Internal Affairs from a list provided by the four mayors on behalf of the Community/Association. The composition of the KP in the north will reflect the ethnic composition of the population in the four municipalities. (There will be another Regional Commander for the municipalities of Mitrovica South, Srbica and Vucitrn). The regional commander of the four municipalities will cooperate with other regional commanders."
