It certainly can be discussed in any widely available Prčvarnica up and down Serbia - as it most likely did, but it was not officially dealt with nor officially discussed during the last UNSC meeting because the UK didn't allow it to enter into official agenda. The US have already announced that they will do the same.

Having said that, no one can stop sj from exercising his right to actively fantasize and participate in a highly popular comic movement in Serbia.

You do realize that even if sessions are held when non-recognizing countries preside, recognizers can still refuse to discuss anything. It will essentially be third world countries ranting and venting there...

Thick as two planks of wood. In any meeting, and the UNSC would be no different, you have a set agenda to be discussed which would be approved by the chair and they can keep it off the session. However, there is a component called other business which is at the end and it would have been raised there and then.
The UK could not keep Kosovo from being raised and discussed nor can the US.

In any board meeting, and the UNSC would be no different only in size, you have a set agenda to be discussed by members which would be approved by the chair in advance of the meeting, at the UNSC the chair is rotating, and whoever holds the chair can keep an item in or leave it out of a session. However, there is a component called “other business” which is at the end where you can raise what you like.
