Well when you consider the people running Kosovo there is no surprise that they need legal assistance since most are illiterate. Just look at their Haradjin - a bouncer and part time thug in Sweden now he has studied law at Pristina University LOL and even got a Masters in Business from the American University, but still finds it hard to sign his name. Then there is Thaci and the rest only go lower and lower.

You would think a people so used to standing ion the dock they would have picked up some of the norms of law.
