"Belgium didn't have govt for 540 days, and they were fine"

No, Belgium cannot 'influence' the EU in any significant way. As a bloc with other EU members (this is how business is usually done), yes.

As for not having a government for so long, I can tell you that most of us did not notice any difference. We even beat the Dutch record for not having a government, but on average the Dutch take far longer to put a government together and 2017 was typically Dutch:

The only country that comes near to Belgium's record is Iraq if you quibble with the numbers (Be - extra 40 days to technically form a government after coalition agreement made, I think).

If Serbia didn't have a government for 540 days in a row, our productivity would shoot up 15,000%, budget deficit would shrink by itself, foreign debt would be slashed by at least 50%, defense and law enforcement would flourish and, most importantly, there would be an outbreak of massive joy and jubilation across the entire nation.
