I usually do not agree with Peggy much, but the problem is not serbia alone.
In Bosnia, Croatia, Kosovo and Serbia are nationalists that are in one or the other way linked with the warlords from the 90s at power. This nationalists all together want to keep up the hate between the populations. It helps them to blend people, so that they think less about their real problems.
I said it before Serbia has been and is biggest problem on the Region. Serbs has to be blamed for all the killings and problems Is happening and happened in the Region. In Kosovo, Croatia, Macedonia, Bosnja, Montonagra. and other countries round.

@ reader - His point is very valid...what the Croats did to Srbs was very brutal. You can write Croatian behavior off as "acts of War", but be prepared to justify Srb atrocities as "acts of war" also.
