Pristina would like to change Serb Municipalities agreement

Head of the Kosovo delegation in the Belgrade-Pristina dialogue Avni Arifi says the Community of Serb Municipalities (ZSO) will be a topic in Brussels.

I hate to be the bearer of bad tidings, but the Brussels Agreement is just that - an Agreement between two parties. Both sides had to sign off on every part they agree upon. The legally binding document will encapsulate everything signed off in the Brussels Agreement – word for word.

If you think they are going through talks now only to start from scratch again when they prepare the legally binding document, then think again. This is only Pristina trying to get out of its obligations. If Thaci did not like the way it was put forward in Brussels, then why did he sign it? Why didn’t he object and refuse to sign?

Pristina is in fact late on requesting such change. The supreme court in Belgrade confirmed that the agreement is not a legal one but a political one. So any agreement based on Brussels agreement is legally unenforcable.
Kosovo treated the agreements as international treaty and ratified it on the parlament while the supreme court in Pristina opined that the ZSO as in part unconstutional as it violated the principal of equality of citizens under KS constitution (meaning a minor correction is required).
