Kosovo agreed to a community of Serbian municipalities! Why won’t it establish it? It’s a powerless nothingness of no consequence anyway. Just because Serbs are lying about it doesn’t mean it shouldn’t be established.

The European Union has been clear about its desire to want the western Balkans to thrive, to want to avoid the collapse of a region entirely surrounded by European Union member-states into irremediable poverty and corruption. At the very least, accelerating the region’s economic growth and anchoring its integration to the West is greatly desired by the western Balkans’ neighbours. To no considerable extent, this is also desired by the governments of the western Balkans and their populations. Will it happen? The European Union’s official strategy for the Western Balkans explicitly makes membership a goal for all six western Balkans states, Kosovo included. Press reports indicate that the EU will be stricter towards the Western Balkans countries, requiring more thorough reforms and a greater commitment to peace and stability. (Serbia, for instance, may need to recognize the independence of Kosovo.) Is this possible? Or is this conditionality actually a way to keep western Balkans countries, incapable of these reforms, out? I’m inclined to think myself that, if they can’t meet the minimum requirements of European Union membership, these countries would be best-advised not to try

Question: If Kosovo were a part of the EU, or were to apply for candidate status to the EU, would the establishment of the Community of Serb municipalities be necessary?

Answer: From an EU perspective, based on the principles and requirements for the admission of Kosovo to the EU per the acquis, I believe the answer to the above question is "NO".

Perhaps the safety and security of Serbs in Kosovo, and all people for that matter, relies more NOT on the establishment of a community of Serb municipalities, but rather, Serbia's support for Kosovo's rapid admission to the EU as well as Serbia's continued progress itself to EU membership.

Any way I look at it, it looks as if Serbia is complaining about a pimple on their butt!

After 20 years, it's time to stop picking at this little pimple on your butt known as Kosovo and just lance it and move on already.

Please accept these helpful suggestions for your next speech to the security counsel:

1) Avoid all negativity
2) Avoid all accusations of what "they" they haven't done

Instead focus on;

1) Serbia's positive Actions and Accomplishments
2) Action and Steps Serbia is currently working on to move things forward
3) Identify Gaps or Action Items Serbia needs to work on
4) Serbia next Steps
5) Actions or Request Serbia needs the Security Counsel to take (which must be quantifiable, realistic, and attainable)

When I read your speeches, I'm left with the impression the security council hears to children having a quarrel which really doesn't require the parent's intervention to resolve and the parents are simply waiting for the children to resolve it amongst themselves.

From the way it looks, the parents are going to have a very long wait.
