What should do the trick even better than that. There is one country which is the most guilty with this entire crisis: they rained the bombs and invaded the parts of the world where these people are coming from - just to create an even bigger mess. No one loved Saddam but what came was Daesh.
Unfortunately that country is the one who pays the least.
I am not saying, they should accept the refugees (I would talk against my own interests!)
But they have that big and "nice" Camp Bondseel near the largest refugee center.
Assist locals with intelligence and finances. The biggest problem is to sort out who-is-who.
They have these three letter agencies like CIA, FBA. Let them work hard (for my money, dammit!) instead of watching the girls in Pristina or Ohrid.
Most Albs do not spend much time thinking about the EU. They did about 10 years ago, but it’s come and gone and no longer a subject of conversation really.

Apologies, but it did not. Just to the contrary. It is one of the most open societies.
In addition to that they / we suffer from low number of men. "They" I mean Russian women. It should be a dream place for guys (and not a single who has a local girl backing him was sent home!)
The problem is the expectation (language learning) and locals openly demanding to comply with local habits. And if you want to get free service from the government you have to accept certain conditions in exchange. Like number of kids you make, the place where you live / work, the way of life and so on. And the money they would get for free is very humble.
They do not will to make the compromise, so they go to Finland or Norway instead.
(Un)fortunately the conditions there are not much different. More money, true. But higher prices and less friendly locals.
FYI: 1812-1813 RU had to deal with hundreds of thousand French prisoners of the war.
All were just put to work in local villages and the traditional shortage of men did work to Frenchmen advantage, too.
Today many Russians have French family names.
I do not know why that male shortage, the countries of Baltics are the worst and they are in EU. So there you go. Just be aware, not everything is 100% dandy with Lithuanian / Estonian / Latvian / RU / BY / UA girls. There are deadly traps!
EU was an experiment and it miserably failed. It is a proof that, you can not take away peoples’ sense of belonging to a nationality and tell them they are now the same country and their national identities are no longer important.
They try to immitate the US but where they failed is, US was a blank canvas back in 1700’s. In 1700’s, in Europe, people were waging war for small piece of land or other mundane things. You can not expect them to leave this sense of belonging behind, especially without giving them something back. It doesn’t work. We have seen the Brexit and I am waiting for Germany and France to follow the suit, to put the final nail in the coffin.
Some think that Albania is living years behind EU but i think even if it’s true, it gives us enough opportunity to not doing the mistakes they've done. Albania will not be western or eastern country, Albania is Albania and if we get the chance to unite our borders and become great again we always going to stay the same.

Why Croatia is more rich than Albania ? in condition Albania could make a lot of money from tourism 50% of Albania is at seea and Albania are only 3 million people

In Romania the tourism had grow in 2017 at 2,7% of gdp up from 1,5% in 2016 and the trend continue
