Sam, if you understand aircraft, there's is virtually no way to modify the airframe, or physical structure of the plane. There have not been any major improvements in military aircraft design for a while - outside the US Stealth, and even they've been shot down. What they will do, however, is beef up the electronics, and this modernization will be relatively inexpensive when you look at the entire cost of aircraft. I'm not positive, but I would say that $150-200K per aircraft would get the job done.
