There is a tribunal set up to prosecute individuals who committed war crimes in Kosovo. But there is nothing in the law that established the tribunal which says that a defendant can present as a defense that fact that he/she was not a KLA "heroe".

What were the casualties of the Kosovo counter terrorism campaign? A few thousand at most, and that's including a large portion of Serbs.

I have been to Yugoslavia since 1979. There was no repression in that sense.
Catalonia tried to pass about 35 social laws, and pleaded for some form of deal. All were thwarted by the Spanish central government.

Serbia became again an independent country in the year 2006. Since then Serbia didn't attacked any country. Previously Serbia was an independent country till the year 1919 with totally different borders.
