Go back and read up on the UN and its policies and procedures and report back after you've done your homework. Run along now, you've got some research to do. Anyway: Clearly icj1 is confused. According to the UN Security Council (which determines the policy of the UN), Kosovo is a territory of Serbia.

Under the Charter, all Member States are obligated to comply with Council decisions and agree to accept and carry out the decisions of the Security Council.

While other organs of the United Nations make recommendations to member states, only the Security Council has the power to make decisions that member states are then obligated to implement under the Charter.
