It is basically saying - we made a mess but hey, as soon as you figure out how to get along with each other and fulfil the requirements, you are welcome to join. Now that is an out and out bald faced lie. Why? Because it is proven that Brussels/Berlin/etc. change their conditions and their interpretations whenever they see fit and regardless of their own rules.
