President Thaci is a shrewd politician to corner the internationals, specific US ambassador Delawie, into:

1) Pressuring Belgrade -> Serbian list to return to Parliament
2) Transforming the KSF into an armed force
3) Creating the association of towns based on the laws (no executive powers or veto powers)
4) Voting/Passing the demarcation with Montenegro

It appears that they will bulk items 2, 3, and 4 into one package and all will be done with a single vote.
