Haradinaj was tried two times - by an international court - and was found not guilty. What happened to the "new" evidence that Serbia supposedly had on him? It's been a month and nothing presented so far.

But even if you were to believe that Haradinaj is the worst criminal, let's be serious here and consider the scale. Yugoslavia had the third strongest army in Europe, tanks, air force, heavy artillery, special forces, you name it. Do you really think that Haradinaj with an AK47, would have inflicted nearly as much damage, as this for example:

BG is a city, not a government. If you are talking about government, why not be more precise, and name the people of the government at the time and their supporters, like Milosevic, Vucic, Dacic, Seselj, Arkan, Vulin, who still goes to cry on Milosevic's grave, etc etc. Many of whom were found guilty of war crimes. When using metaphors and figures of speech it would be wise not to associate the beautiful city of BG and its wonderful people with war criminals.

So based on what you posted and on who the people were, probably it was not a self respecting, nor a respected government.

Respected and self respecting governments in today's time (not at the time of the American civil war) are Canada's government dealing with Quebec, the Spanish government dealing with ETA, and so on. The government you mentioned was the opposite.
