  1. I can't wait for Ruecker to deny the accusations. He seems awfully quiet these days.
    (lowe, 24 September 2007 14:01)
  2. Exactly! Thank you to this Swedish journalist for exposing these lies. When I read reports from UNMIK that there is 'progress' in Kosovo it makes me sick. How is there 'progress' in Kosovo when Serbs have to live behind barbed wire, where Serb grandmothers get beaten if they speak Serbian, where they need military escorts to go grocery shopping, where their cattle get stolen, where their churches are burned down and their cemetaries desecrated.....The officials who are writing these reports to further their own careers are an embarrassment to humanity. It's nice to see that the truth is finally coming out as to what kind of society Kosovo really is, and what kind of apartheid state the US supports.
    (Dragan, 24 September 2007 14:05)
  3. We should check this guys bank account somewhere in Cypros or Switzerland, who knows how much he got paid by Serbian govermant to writte such story.
    (Agim Elshani, 24 September 2007 14:06)
  4. More journalists should speak out about the corruption of the UNMIK.

One can only hope that the world will start to take notice of what is really happening in Kosovo.
    (Christine, 24 September 2007 14:31)
  5. the reason for this is that the local insitutions including the police force are now in the leading role and the international community are in the advisory role, this is what i heard.
    (abdul aziz, 24 September 2007 14:32)
  6. Of course there's corruption in Kosovo, just like any other state in the Balkans, but Kosovo has progressed more than ever before. What Serbs in Kosovo need is to accept the newly formed state and become part of it, so there's still Serbian influence in Kosovo.
    (Miroslav, 24 September 2007 15:27)
  7. I am in Kosovo at the moment (not part of the UNMIK mission, although I do work with them ocassionally). I hold them (UNMIK) responsible for letting down the Kosovo people (of all ethnicity). For years they have taken their high salaries but have done NOTHING to prepare the country for greater autonomy (leading, almost certainly to some form of independence eventually).
Kosovo is still in a mess. Let's be honest and open about this. The bombing this morning (Monday 24th) is probably mafia related and reflects the criminality that is still prevelent. There is little evidence on the ground that the mafia are being tackled or their influence reduced.
The economy is non existant, appart from the black economiy. There is almost nothing being done to recover the province economically. To all the pro-independents out there, please explain to me how Kosovo can survive economically on its own. Or does it really mean that an independent Kosovo will have to allign itself with Albania to form a viable economic area.
The political situation is almost as bad. At the risk of the probable reaction, in my experience (and I deal with many politicians at all levels) there is too much family/tribalism, and too many obvious links with organised crime. Unless, and until Kosovo is led by 'clean' politicians and manage the difficult process of cleaning up corruption in the PISG (and UNMIK) then 'independence' should not be on the agenda.
There is still a long way to go, and until there is an honest discussion, Kosovo is going nowhere.
    (Anton, 24 September 2007 15:29)
  8. abdul
Its always been like that. Guns have controlled Kosovo for 8 years now. Even while the Serbs were in Kosovo and tribes had influence, average Joe still had some sort of security. Im obviously talking before the conflict of 98-99. We just wanted the KLA. Autonomy shouldn't have been taken away. But then again terrorist attacks shouldnt have taken place in seeking for independence before AND during autonomy.

    (Cvele, 24 September 2007 15:30)
  9. Dragan, it sounds like you listen to too many rumors. Serbian grandmothers getting beaten for speaking Serbian? You must be on Mars to believe something so ridiculous.

As for this article, don't let some people change the issue. It's not about Kosovo or Albanian corruption. It's about the corruption of UNMIK and how they have not helped. It does not say here that Kosovo has not made progress. In fact, I think the prognosis would be that Kosovo has much progress DESPITE the presence of the corrupt UNMIK.

I find it hysterical when Serbs complain about an "apartheid state" in Kosovo.
    (Nikic, 24 September 2007 15:56)
  10. 22 billion euros! And what do they have to show for it?
    (jeju, 24 September 2007 16:18)
  11. I would love to read the full report of this. All I ever hear from Washington is that Kosovo is the Land of Sunshine, Rainbows, and Lollipops - all of which could be ruined like a Christmas Special if the Slavic horde has anything to say about it.
    (Mike, 24 September 2007 16:38)
  12. Not really surprising, when one considers that (1) all governments by nature are corrupt, and (2) any FOREIGN, TRANSIENT government setting up shop in a political vacuum like Kosovo (Kosova, for the Albanian readers) would naturally be more inclined to give into the temptation to take bribes, etc. I'm not so sure that anyone could realistically expect anything different from UNMIK.
    (Nenad, 24 September 2007 17:30)
  13. This guy has gone to far with this comment. I know that it is not all roses but it is not that bad. People form all over the world are living in e here. Children are still playing in the streets, people are going about their everyday life. There is corruption but tell where there is no corruption these days.
Agim Elshani mentioned that this guys was paid for this kind of article and I must say that I agree with him. Some Serbian posters in here are criticizing Kosova and at the same time they seem to forget their corrupt government.

Guys, let Kosova alone and look at your pockets, bank accounts and your businesses, Kosova will bring you nothing since you are not here, been never here and not going to come ever here.
Kosova people don’t need so much of your help. Your ideas are in line with the Milosevic ideas.
    (Olf, 24 September 2007 17:31)
  14. The bomb blast this morning and the corruption of UNMIK and native Kosovo institutions only demostrates that Serbia will be much better off if it doesn't have to take care of Kosovo. If these are highly paid UNMIK employees, can you imagine the mess that would be created if they were replaced by low paid, Serbian government beaurocrats?
    (Tomito, 24 September 2007 18:51)
  15. Olf,

Leaving Kosovo alone? Nope. International presence is needed. And then reintegrating in Serbia.

Don't worry, the West will not leave the Serbian province of Kosovo alone!

    Good luck in Kosovo, Serbia!
    (Ron, 24 September 2007 19:18)
  16. Olf is everyone in the world who doesn't agree with you Milosevic?
    (Cvele, 24 September 2007 19:41)
  17. As a Swedish reader I'm a bit surprised to read this in Serbian media now. It was a series of articles by Maciej Zaremba, published in the beginning of June in the biggest Swedish newspaper, DN.

"I would love to read the full report of this."

If you know Swedish or English you can read it here, as well as a response from Joachim Rücker: [link]

Readers should be aware that Zaremba is a man who settles for nothing but the 'big scoop'. He always gives the impression of being on a crusade against something. But he has also written price-winning stories. For example his articles about the forced sterilization programme in Sweden during the 1900s.
    (Swedish guy, 24 September 2007 19:50)
  18. it seems like Agim Elshani is no living in the serbian province of KiM...otherwise he wouldn´t deny what several newspapers all over europe have already reported a few times...
    (Jovan, 24 September 2007 20:22)
  19. Agim,

Perhaps you also believe that Serbian goverment bribed German BND to come up with a 100 page report about the criminality in Kosovo, that is much more damning than this article. It tells everything mentioned in this article, but with German attention to details. And it is official EU document, not newpaper article.

EU voters do not care if Albanian syndicate has Ahtisaari on their payroll or not. EU voters do not care about Albanian extremists burning churches or expelling Serbs, Roma, Goranis, Jews, Croats and others. They do not care when KLA goons murder more than 1000 Albanians under UNMIK mandate. But they are very sensitive to the fact that they finance this criminal enterprise. This is why this article explicitly mentions 22 billion of EU voter's money squadered in Kosovo to support this.

Kosovo today is a lawless environment where the impunity for the criminal acts is the norm and corruption the way of doing business.

The story of alleged Albanian victimhood is meeting the reality check.
    (Bob Petrovich, 24 September 2007 20:25)
  20. Albanians! Serbs!
I'm working on a report about Kosovo, must get it ready pretty soon. Who of you will pay me more of favourable reporting?
I finally agree to work the way both of you like to do. According the way you
    prefer.
    OK, I'm waiting for offers.
    (Olli, 24 September 2007 20:41)
  21. Reintegration of Kosovo with Serbia would not necessarily be a recipe for eliminating corruption, as we have reason to know. But reintegration is not in the cards in any case, no matter how much the current government in Belgrade would like to pretend that it is a realistic possibility.

Reintegration is not in the cards, because there's no way, short of another war (for which nobody in Brussels or in Belgrade has the stomach), that a Serbian government can exercise any meaningful sovereignty over Kosovo. Proposals for reintegration are no more than empty talk meant for domestic political consumption.

Meanwhile the UN's colonial administration in Kosovo is indeed riddled with corruption and incompetence. As amateur colonial overlords, UNMiK's internationals are in practice answerable to no one and enjoy immunity. The population has good reason to resent the UN authorities and to demand the self-determination. But the fact that they want the UN's "internationals" out of Kosovo doesn't mean that they want Belgrade's administrators and army to come back.

Those interested in reading more can find Maciej Zaremba's four-part report in Dagens Nyheter (and a reponse from the current UN governor in Kosovo, Joachim Rücker), online, beginning at

  22. Olli,

Are you talking in Noel Malcolm's name or in your own name?
    (VB, 24 September 2007 22:14)
  23. People of the World, local economic activity succeeds by legitimate production and trade of goods and services. Criminal activity succeeds by trafficking in human misery and contraband (drugs, arms, stolen goods), waging war, and dumping loads of money in the hopes of solving social problems. This is true regardless of ethnicity!

Albanians will have to realize that the only way they will get independence is by legitimate means of economic progress and integrating into competitive markets. Boycott Serbia and there will be a black market in Kosovo void of international investment. Right now, Kosovo is a workfare state. Meanwhile, the rest of Serbia grows and invests, economically and diplomatically. If separatists weren't in the picture, the Serbian government would be marketing Kosovo to global tourism at a minimum but right now it's being marketed to career bureaucrats. A legitimate autonomous Kosovo may even have a positive impact on Albania but investment (independence) pyramids don't count!
    (Aca, 24 September 2007 23:48)
  24. "I'm working on a report about Kosovo, must get it ready pretty soon. Who of you will pay me more of favourable reporting?

    (Olli, 24. September 2007 20:41)"

Olli, you will have to write just one more pro-albanian propaganda-article...since Serbs do not have to pay for lies....they have international law on their side!

remember, only those who have nothing to offer need your services...
    (Jovan, 25 September 2007 00:31)
  25. Billions of Euros spent, Rampant corruption of a peacekeeping force, Local Mafias operating without impunity, Ethnic factions settling scores long after the war is over...

    This sounds just like Iraq!

...and they're no closer to a peace agreement either. Why should a deadline be imposed in KosovO/A if no is in Iraq?
    (Gordo, 25 September 2007 00:35)
  26. Any country, any part of the world would be a hotbed of crime if unemployment rates were 50, 60 or 70 percent like in Kosova.
The problem is Kosovar leaders believe that independence automatically means progress. All of them, except Edita Tahiri, who said (in an interview I made with her 3 years ago): There are many independent countries with lousy economies.
    (L-E Morin, 25 September 2007 00:52)
  27. it is an excellent article:all is exact and i am an albanian;
Unmik corruption is just unthinkable !airport, vala, kek, rtk, privatisation(just the market for gazoline of prishtina airport has been turned off seven time...WHy)
the albananian press is full of all these dirty activities of our "internationals"
and as one put it,we go ahead DESPITE unmik, who from A to Z is just a wrong thing, cost a lot and produce nothing except frustration and bitterness!
we were so naiv as to beleive they are good guys, they are all but not good guys!
    (lili, 25 September 2007 12:33)
  28. Kosovo will become independent, with or without Serbia's and Russia's consent. In fact it would be much better for Serbs to accept new reality and move on. I can't understand the arguments that they will never give up their craddle. How much money and energy Serbia spends trying to prevent the inevitable. Since when is democratic to work against the wishes of overwhelming majority.
There is probably corruption in UNMIK and Kosovo institutions, but there is also in US, EU let alone in Serbia. Prime minister of Serbia was killed in the middle of Belgrade by mafia I believe.
So cut down angry rhetoric and look to the future. It is 21st century.
    (Val, 26 September 2007 10:04)
  29. THANK YOU for finally reporting about the "real deal".
