Muiznieks said this was a serious blow to reconciliation efforts in Bosnia-Herzegovina and "an insult to the numerous victims of those crimes who remain traumatized by the violent past."

"While thousands of victims in the region remain without access to justice and reparation, the focus of the authorities in the whole region should be on ensuring that these victims’ human rights are upheld and on fostering harmonious inter-ethnic relations," the statement said, adding:

"I urge the political leaders in Bosnia-Herzegovina and the region to redouble their efforts in order to foster reconciliation and durable peace, and to refrain from engaging in actions that can exacerbate tensions."
