Serbia on Wednesday submitted its draft resolution to the UN General Assembly, which will debate the ICJ's Kosovo advisory opinion in September. The draft states that Belgrade believes that one-sided secession cannot be an accepted way for resolving territorial issues, and calls on a mutually acceptable solution to be found for Kosovo via dialogue. Serbia criticized over UN GA draft Britain has offered the strongest criticism of this latest move made by Serbia's diplomacy. The Foreign Ministry in London expressed disappointment in a statement today, and said Serbia, although that was agreed upon, did not consult with the EU when submitting its resolution. British Ambassador Stephen Wordsworth told the BBC that EU and U.S. officials worked together with their partners in Belgrade on drafting a new resolution to be sent to the UN GA, but that they were surprised with the speed with which Belgrade went to this body. B92 has learned that the EU is drafting its own Kosovo resolution to be sent to the General Assembly - one that will seek to have support from all 27 EU member-states. Five EU countries have not recognized Kosovo. The issue of the European Union is being considered in Serbia - after Interior Minister and Deputy PM Ivica Dacic expressed his thoughts on the subject, his coalition partner Dragan Markovic Palma wondered "what it is that the international community wants from Serbia in order for the country to join the EU". This tone, described as "resigned", that came from the "otherwise pro-EU mayor of Jagodina", came after the International Court of Justice ruled on the Kosovo Albanian UDI, and after a court in London rejected Serbia's extradition demand in the Dobrovoljcka St. case. According to Markovic, another reason for his current mood is the Hague Tribunal's "biased policy".
