The Republic Telecommunication Agency (RATEL) has publish a tender to select Serbia's second landline telephony operator. At this time, Telekom Srbija holds the monopoly in the sector. Tender called for second landline operator The announcements specifies that the subject of the public bidding is one license for public fixed telecommunications networks and services for the territory of the Republic of Serbia. The license will be issued for a period of ten years, with the possibility of extension for another ten. "Any entity registered for performing telecommunication activity with total revenues exceeding EUR 200mn in 2008, and with more than one million subscribers may participate in the public bidding procedure," said the notice. The most favorable bid will be chosen based on the figure offered, with an auction organized in case there are at least two qualified bids. The companies that wish to take part in the tender will also have to deposit EUR 10mn, or provide banking guarantees in the same amount. They will be able to submit applications to purchase the tender documentation from Nov. 30 until Dec. 4. The deadline for submitting the bids is Jan. 12., 2010, at noon. Half an hour later, the bids will be opened in RATEL's premises in Belgrade. The winner will be selected by Feb. 10, 2010, and will receive the license to operate within eight days of making a full payment to the Serbian budget. If the winner is not headquartered in Serbia, it will have to set up a company in the country, become its sole owner, and transfer the license right to it.
