Putin said "no"

Russia has ruled out any possibility of freezing the war against Ukraine unless Moscow’s demands are met, a senior Russian diplomat said.

The Kremlin remains committed to its war aims, while Kyiv considers the terms unacceptable, the Kyiv Post reports.

Russian Deputy Foreign Minister Mikhail Galuzin said that Russia would not agree to a freeze in the war unless what he described as the underlying causes of the conflict were addressed.

“As Russian President Vladimir Putin has repeatedly said, no freeze is possible without addressing the underlying causes of this crisis,” Galuzin told the state-run TASS news agency.

Criticism of Kyiv and Washington

Galuzin went on to accuse Ukrainian President Volodymyr Zelensky of having “completely lost touch with reality” and attempting to escalate the conflict. His comments come as Moscow criticizes Ukrainian attacks on targets inside Russia, including energy infrastructure and facilities linked to the Caspian Pipeline Consortium (CPC).

Galuzin called the attacks terrorist acts and called for a response from the international community. He singled out the United States and European countries whose energy companies are shareholders in the CPC. He also criticized U.S. military and intelligence support for Ukraine, calling Washington’s approach contradictory.

“The continued supply of U.S. weapons to the Kyiv regime, the provision of intelligence and other assistance speak for themselves,” Galuzin said, arguing that such support is incompatible with peace efforts. He also referred to recent remarks by U.S. Secretary of State Marco Rubio that Washington is not an “impartial mediator,” adding that Moscow is raising the issue in its contacts with the United States.

Messages on diplomacy and preparations for a long war

Despite rejecting a freeze in the conflict, Moscow continues to claim that it remains open to diplomacy. Galuzin said Russia is ready to achieve its objectives while taking into account the Anchorage agreements, and that a diplomatic solution is possible if there is sufficient political will.

However, other statements by Russian officials show that Moscow is far from accepting a simple ceasefire. Rodion Miroshnik, a special envoy of the Russian Foreign Ministry, recently said that Russia needs to prepare for a prolonged war, as he believes an end to the fighting is unlikely in the near future.

Foreign Minister Sergei Lavrov made a similar statement in June, saying that Moscow would not agree to a cessation of hostilities along the current front line as a precondition for negotiations. He explained that Russia had already been deceived once during the failed talks in 2022.

Putin’s demands and rejection of talks

As part of a potential peace agreement, Kyiv has repeatedly proposed freezing the conflict along the current front lines. Russian President Vladimir Putin, on the other hand, insists that any settlement would require Ukraine to cede the entire Donetsk region, including areas that Russian forces have failed to capture.

Zelensky has repeatedly called for direct talks with Putin, including in an open letter on June 4 in which he called for a meeting, as well as an invitation to meet on the sidelines of the G7 summit. Putin rejected the idea of immediate negotiations, saying at the St. Petersburg International Economic Forum that such a meeting would be pointless.
