"We have a plan for systematic destruction and a plan to kill"

BBC notes that Ukrainian forces have intensified attacks on Russian oil platforms, and commenting on these strikes, the commander whom the Russians fear the most says that the Ukrainian armed forces are now carrying out deep strikes on Russia’s economy.

According to him, if an oil platform provides funding for the continuation of the war, then it is a legitimate target for Ukraine.

He also emphasized that if 15 percent of the armed forces were assigned to the unit that operates drones—led by him—such a unit would be responsible for as much as 50 percent of aerial strikes.

“One dollar invested in drones turns into a hundred dollars of losses for the enemy,” Brovdi stressed.

He also pointed out a problem the Ukrainian army is facing: a shortage of personnel. According to him, mobilization in Ukraine is going very poorly, as there are no longer volunteers willing to serve in the ranks of the Ukrainian military.

“Everyone who wanted to fight is already fighting; everyone who wanted to emigrate has already emigrated. We don’t count those who are hiding—they are not a contingent that would be useful,” Brovdi said.

However, he further states that the Armed Forces of Ukraine have a “killing plan,” which is to eliminate 30,000 Russian soldiers per month.

Brovdi was also declared guilty in Russia on March 27 under Article 205 of the Criminal Code (terrorist act).

According to the Russian Investigative Committee, in early 2025—while serving as commander of the 414th Brigade of Unmanned Systems of the Ukrainian army—he ordered the remote mining of roads in the Kursk and Belgorod regions near the border with Ukraine.

It is alleged that he knew civilians used those roads.

On March 26, 2025, a car carrying members of a Channel One film crew drove onto one of those roads in the Kursk region. An explosive device, reportedly planted on Brovdi’s orders, detonated.

Journalist Anna Prokofyeva died from her injuries, while cameraman Dmitry Volkov and accompanying individuals were wounded.
