very simple solution. Serbs move back to Serbia. Kosovo is not their country. Only than peace will prevail.

I try to see the history in the past and in the future. The curse of the “Balkan” in the last century was on Albanian nation.
In which we were divided, killed, blamed as warmongers, forced to live like second hand citizens, forced to accept the rules of others, hated from all our neighbors which makes allies against us..etc.etc..
Well, my dear Serbian friends that curse is passing to the Serbs now.
You will be forced to live in other countries like second citizens, forced to accept the others rules, you are divided into many countries as we are, you will be blamed like warmongers, you will be hated, you will see your neighbors make allies against you, nobody want you …. and maybe - maybe, in the end of this century you will realize that what Albanians had to suffer just because they fight to be Albanians. But I wonder are you so strong to resist as we were? I don’t think so!

Partition is the only long term solution.

No executive, legislative, or judicial powers. All powers would be reserved for the municipalities or Kosovo government. Then the horrible lie campaigns started! Albanians in opposition saying its a new republika srpska for Kosovo Serbs and Serbs lying about its powers. The Serbs lying is less understandable because 63% of Serbia says Kosovo is independent. So it's not surprising Albanians oppose it. All they hear about it are lies.

If ZSO is created 94% of Serbs will have to leave because things will go to hell.

Of course. Any municipality in Kosovo can decide to collaborate with other municipalities in Kosovo for matters under their jurisdiction.

For example, trash collection and processing in municipalities A, B and C might be cheaper if it's done by a single entity, instead of 3. So, municipalities A, B and C can decide to create a joint authority, entity, ZSO (whatever the name) to deal with trash collection and processing in all three municipalities. The citizens (of any ethnicity) of those municipalities can do that tomorrow, if they so decide. That would be smart and save some money...

Serbs need autonomy in Kosovo and Metohija that was in 1974. That is to have their own police and judges ect. Those Albanians that oppose are hypocrits!
