Actually the KLA was the biggest killer of ethnic Albanians in the 2-years run-up to NATO bombing.
The KLA did kill Albanians who had (Serbian) state jobs, including ethnic Albanian policeman and forestry workers. I noticed when looking at the details that a lot of Albanian forestry workers were killed by the KLA - I suspect they came upon the KLA's (secret) training grounds or camps in the woods and that's why they were killed.
KLA also killed moderate Albanians who refused to join them.
So yes, the KLA does have a lot of Albanian blood on its hands, and many of the trials going on in Kosovo in the past few years deal with Albanians killed or abused in KLA-run camps, which there were many of in Kosovo, and some in Albania as well.
There were 2,000 killed BEFORE NATO bombing and most were victims of the KLA. NATO also killed about 250 Kosovo Albanians: the two convoy bombings - 1 killed around 76 and the other 50-something; the Albanian encampment of Albanians sleeping in the open on the way back to check on their homes killed around 40. There were several Albanian deaths in the greater Pristina area by cluster bombs. Also a bus in Kosovo, carrying different ethnics and probably including Albanians was hit by NATO bombs.
NATO bombed the Istok prison while Albanians were inside, then later went to look for bodies at that site, trying to blame Serbs.
