The holding of a referendum in the RS on state-level justice institutions is a matter of Bosnia's internal politics, the Russian embassy in Sarajevo has said.

If referendums are legal under Dayton, then how can a referendum be a provocation? Either they are legal or not and the substance of the referendum cannot be an issue. Anyone can announce something is a provocation if they don't like it. That's mob rule, not the rule of law.
