Serbian road workers go on strike

Why doesn't the government pay them with some of the debt payments they received from Russia. Recently Russia paid off the debt it inherited from the Soviet Union to Serbia and it was $288.8 million dollars. I say put $250 towards paying down Serbia's most pressing and high interest debts to foreigners, and with the remaining $38.8 million they can pay off these workers and have many millions still left to pay off other workers who aren't being paid.
It will stimulate the economy if the workers are paid their fair wages.
