The tenth round of the Belgrade-Priština dialogue is over and Serbian and Kosovo PMs Ivica Dačić and Hashim Thaci have initialed an agreement.

this was clever maneuvering by serbia by saying that "we wont obstruct kosovo's eu integration" but whats to stop them from asking one of the five eu members that don't recognize kosovo from doing so ...

The ignorance (or denial) knows no limits :) The EU treaties (disclaimer: I’m referring to the English version not the Serbian one) don’t require UN membership. The same is true with many other international organizations. For example, even though you might not know, Kosovo is already a member of World Bank and IMF, regardless of not being a member of UN.

All institutions are to be run by Kosovo law not Serbia's law. Serbia will not block Kosovo from getting memberships in international institutions but will not stand in the way either. Same thing.
If the people of Serbia don't object to this Serbia has recognised Kosovo. Just because it doesn't state that in those words exactly, Serbia has recognised Kosovo.
There is more than one way to skin the cat and this is it.

The smile has been wiped off Taci's face, but this development shouldn't be a surprise. Kosovo has (and has demonstrated) tendency towards becoming a part of the "Greater Albania" project...I guess this is how the story ends. I guess this is a part of a bigger deal for Taci... sign this and we will let you carry on with your UNION thing...Serbia had it's share of losing in this game and I believe the new government is ready for some new development directions, free of historic burdens and wrong politics legacy.

It basically means the same and here is Serbia thinking she scored some victory.

I'm surprised Thaci caved in, but then again I'm not. This is the end of Kosovo as it was known yesterday. In a few years the North will go to serbia and the rest to Albania which I believe was the final design anyway. This was the only benefit, the way I see it, to why Thaci capitulated. Europe and the US must have given him the green light that if he signs this deal, they will not interfere with a union with Albania. It will bring more stability to the region. serbia pulled this one off with threats and politics which has been its trademark for over 100 years. They are the best at it. So even though serbia always loses militarily after invading, they end up negotiating 10% to 50% of the territory. What serbia manages to achieve with threats and politics should be in textbooks. serbia invested a lot of time and money in this and from having nothing, they ended up with something that they can still call Kosovo and now call it it their own. Lets review. serbia lost to NATO and KLA, but ends up with northern Kosovo, recall that Kosovo was an autonomous region of former yugoslavia. serbia gets all of Vojvodina (also another former autonomous region) and 50% of Bosnia after losing to Croatia. serbia loses nothing. serbia wins folks, never with their fists, but they cry louder than the best of them. Good bye Kosovo and congratulations to serbia and Albania! slobo is happy.

This is not the final version, and not he final agreement, whatsoever. There's definitely much to say on both sides, but I have trust when it comes to our negotiation team..who knows what will come of it...

Under the circumstances it is pretty good deal for Serbia. Serbs are relatively well protected while there is no (direct) recognition of Kosovo from Serbian side. It is nice touch that point 14 refers only to EU integration. This looks like relationship between China and Taiwan; this is the maximum that Serbia could get.

Went to b92 srpski to sense the mood among the commentators, and guess what, not a single negative comment, everyone was happy with the agreement saying things like "čestitke" or congratulations and things like "time to move" on and "now we and albanians have become europeans". Wonderful!

Its a sad day both for albanians and serbs. Imagine some years ago western people had to seek visa to get into Yugoslavia and today they decide about what serbians and albanian can do. While albanian went out to fight for freedom, they ended up becoming an EU province. In every age albanians have song about their heroes but from this day there will be traitors aswell...

Thachi shouldn’t hope that Serbia will recognize Kosovo. It will never happen. Agreement means that Serbia wants to show that we are not stubborn and that we will do our best to make life for Serbs in Kosovo bearable.

"I congratulate all parties for their constructive approach to finding a lasting solution in the dialogue between Belgrade and Pristina. And I commend Baroness Ashton for helping them find a mutually beneficial outcome.
I am very happy for NATO to contribute to the conclusion of an historic agreement."

Which means: And if you Serbs don't behave we will bomb you off the face of the earth! Or send in our German friends to "educate" you in "holiday" camps...

I am disgusted at the audacity of this NATO murderer - he should go to hell along with Ashton. Both are a waste of public money and time.

Be watchful Serbia: Brussels, Berlin and especially Pristina are not to be trusted.

Daniel read what is in the agreement. Serbia and Kosovo in the EU is not Serbia recognizing Kosovo independence? Serbia has absolutely no objections to Kosovo being an independent nation. That is recognition of independence in every way imaginable.

This is the agreement according to Kosovo newspaper Express:
First Agreement of Principles Governing the Normalization of Relations

1. There will be an Association/Community of Serb majority municipalities in Kosovo. Membership will be open to any other municipality provided the members are in agreement.

2. The Community/Association will be created by statute. Its dissolution shall only take place by a decision of the participating municipalities. Legal guarantees will be provided by applicable law and constitutional law (including the 2/3 majority rule).

3. The structures of the Association/Community will be established on the same basis as the existing statute of the Association of Kosovo municipalities e.g. President, vice President, Assembly, Council.

4. In accordance with the competences given by the European Charter of Local Self Government and Kosovo law the participating municipalities shall be entitled to cooperate in exercising their powers through the Community/Association collectively. The Association/Community will have full overview of the areas of economic development, education, health, urban and rural planning.

5. The Association/Community will exercise other additional competences as may be delegated by the central authorities.

Thank god.After the ICJ verdict this is another diplomatic victory for Serbia. The West and the Albanians gave up and accepted ALL the suggestions made by Serbia. So serbs please no more complaining about the EU and the Americans. You got what you wanted.

I hope this improves the quality of life for all people in the region. Kosovo and Serbia still need to discuss lots of non-politic issues, such as co-operation in the event of a natural disaster or epidemic/ endemic in the region. However this is a good start.

Just read that the two sides have initialed an agreement. Congratulations to both, and hope they don't get cold feet before the formal signing. It appears there was some give and take, but who cares, as long as some agreement has been reached. many things will play out in weeks, months, and years to come on the ground in Kosovo which will be the real solution, but this political agreement is a big step forward. I congratulate both sides for their efforts, and their for their common sense ability to respond to demands from the West. Does this mean I can go to Pristina with an "I love Serbia" t-shirt now, and not be harassed, or worse?

This will drag on for some time. Serbs will tire of this charade and will demand that an agreement be signed so they can resume will their lives.

You keep people on edge for a long time until they can't take it anymore.
Any deal will eventually be welcome by the Serbs.

Its a sad day both for albanians and serbs. Imagine some years ago western people had to seek visa to get into Yugoslavia and today they decide about what serbians and albanian can do. This is the agreement according to Kosovo newspaper Express:
First Agreement of Principles Governing the Normalization of Relations

1. There will be an Association/Community of Serb majority municipalities in Kosovo. Membership will be open to any other municipality provided the members are in agreement.

2. The Community/Association will be created by statute. Its dissolution shall only take place by a decision of the participating municipalities. Legal guarantees will be provided by applicable law and constitutional law (including the 2/3 majority rule).

3. The structures of the Association/Community will be established on the same basis as the existing statute of the Association of Kosovo municipalities e.g. President, vice President, Assembly, Council.

4. Under the circumstances it is pretty good deal for Serbia. Serbs are relatively well protected while there is no (direct) recognition of Kosovo from Serbian side. It is nice touch that point 14 refers only to EU integration. This looks like relationship between China and Taiwan; this is the maximum that Serbia could get.

The smile has been wiped off Taci's face, but this development shouldn't be a surprise. Kosovo has (and has demonstrated) tendency towards becoming a part of the "Greater Albania" project...I guess this is how the story ends. I guess this is a part of a bigger deal for Taci... sign this and we will let you carry on with your UNION thing...Serbia had it's share of losing in this game and I believe the new government is ready for some new development directions, free of historic burdens and wrong politics legacy.

The ignorance (or denial) knows no limits :) The EU treaties (disclaimer: I’m referring to the English version not the Serbian one) don’t require UN membership. The same is true with many other international organizations. For example, even though you might not know, Kosovo is already a member of World Bank and IMF, regardless of not being a member of UN.

I'm surprised Thaci caved in, but then again I'm not. This is the end of Kosovo as it was known yesterday. In a few years the North will go to serbia and the rest to Albania which I believe was the final design anyway. This was the only benefit, the way I see it, to why Thaci capitulated. Europe and the US must have given him the green light that if he signs this deal, they will not interfere with a union with Albania. It will bring more stability to the region. serbia pulled this one off with threats and politics which has been its trademark for over 100 years. They are the best at it. So even though serbia always loses militarily after invading, they end up negotiating 10% to 50% of the territory. What serbia manages to achieve with threats and politics should be in textbooks. serbia invested a lot of time and money in this and from having nothing, they ended up with something that they can still call Kosovo and now call it it their own. Lets review. serbia lost to NATO and KLA, but ends up with northern Kosovo, recall that Kosovo was an autonomous region of former yugoslavia. serbia gets all of Vojvodina (also another former autonomous region) and 50% of Bosnia after losing to Croatia. serbia loses nothing. serbia wins folks, never with their fists, but they cry louder than the best of them. Good bye Kosovo and congratulations to serbia and Albania! slobo is happy.

Just read that the two sides have initialed an agreement. Congratulations to both, and hope they don't get cold feet before the formal signing. It appears there was some give and take, but who cares, as long as some agreement has been reached. many things will play out in weeks, months, and years to come on the ground in Kosovo which will be the real solution, but this political agreement is a big step forward. I congratulate both sides for their efforts, and their for their common sense ability to respond to demands from the West. Does this mean I can go to Pristina with an "I love Serbia" t-shirt now, and not be harassed, or worse?

This will drag on for some time. Serbs will tire of this charade and will demand that an agreement be signed so they can resume will their lives.

You keep people on edge for a long time until they can't take it anymore.

I hope this improves the quality of life for all people in the region. Kosovo and Serbia still need to discuss lots of non-politic issues, such as co-operation in the event of a natural disaster or epidemic/ endemic in the region. However this is a good start.

1. There will be an Association/Community of Serb majority municipalities in Kosovo. Membership will be open to any other municipality provided the members are in agreement.

2. The Community/Association will be created by statute. Its dissolution shall only take place by a decision of the participating municipalities. Legal guarantees will be provided by applicable law and constitutional law (including the 2/3 majority rule).

3. The structures of the Association/Community will be established on the same basis as the existing statute of the Association of Kosovo municipalities e.g. President, vice President, Assembly, Council.

4. In accordance with the competences given by the European Charter of Local Self Government and Kosovo law the participating municipalities shall be entitled to cooperate in exercising their powers through the Community/Association collectively. The Association/Community will have full overview of the areas of economic development, education, health, urban and rural planning.

5. The Association/Community will exercise other additional competences as may be delegated by the central authorities.

Went to b92 srpski to sense the mood among the commentators, and guess what, not a single negative comment, everyone was happy with the agreement saying things like "čestitke" or congratulations and things like "time to move" on and "now we and albanians have become europeans". Wonderful!

This is not the final version, and not he final agreement, whatsoever. There's definitely much to say on both sides, but I have trust when it comes to our negotiation team..who knows what will come of it...

Under the circumstances it is pretty good deal for Serbia. Serbs are relatively well protected while there is no (direct) recognition of Kosovo from Serbian side. It is nice touch that point 14 refers only to EU integration. This looks like relationship between China and Taiwan; this is the maximum that Serbia could get.

Don’t be a pessimist. We should hope for the best. Serbs will do everything, but recognize Kosovo. I think that is more than enough for EU.

this was clever maneuvering by serbia by saying that "we wont obstruct kosovo's eu integration" but whats to stop them from asking one of the five eu members that don't recognize kosovo from doing so ...

Vert clever, indeed :) And what’s to stop those five EU members from telling Serbia if you don’t oppose Kosovo’s EU membership why should we do it for you ?! You guys speak as if you are the masters of the universe and you can order sovereign countries to do what you tell them :)

the five eu countries will never allow kosovo to join the eu as a seperate entity because of their own separatist problems so serbia is covered there ...

The five EU countries have never said that but I love it when Serbs speak for other countries as almost always they are proved wrong - just look at Vuk stellar record in that regard :)

The ignorance (or denial) knows no limits :) The EU treaties (disclaimer: I’m referring to the English version not the Serbian one) don’t require UN membership. The same is true with many other international organizations. For example, even though you might not know, Kosovo is already a member of World Bank and IMF, regardless of not being a member of UN.

Of course. The Serbian army and police control Kosovo. We see them every day in Pristina and all over Kosovo and Kosovo does as Serbia government’s decides. Kosovo is indeed under Serbia’s control :). I hope the above creates a reality that fits your immagination so now you can sleep in peace.

All institutions are to be run by Kosovo law not Serbia's law. Serbia will not block Kosovo from getting memberships in international institutions but will not stand in the way either. Same thing.
If the people of Serbia don't object to this Serbia has recognised Kosovo. Just because it doesn't state that in those words exactly, Serbia has recognised Kosovo.
There is more than one way to skin the cat and this is it.

If they are not allowed to block then they are not allowed to stand in the way too.
If the citizens of Serbia think they are getting a good deal here then they are really very stupid.
