No conditions for Serbs to return to their homes in Croatia

Associations of refugees from Croatia held a news conference ahead of the 14 anniversary of Croatia's military onslaught against that country's Serb areas.

"14 years later, there are no conditions for the refugees to return since their rights are not guaranteed"

What the more appropriate translation would be that the conditions are not "right" (not that there are "no conditions") for the return of Serb refugees to Croatia. Actually, that Croatia doesn't really want to accept Serbs back into their country doesn't surprise anyone, does it? International organizations, as well as the EU all know that Croatia is purposely dragging their feet in "guaranteeing rights" for return of Serbs because it was so difficult expelling them in the first place.
And yet, do the Croatians (as well as other ethnic minorities) living in Serbia have their rights and safety guaranteed. Yes they do!!!
