Rules in a sport’s league shouldn't change during the season because of a ruling boards fear there will be a lack in police enforcement of peace. The CSL should be aware that the police in Toronto have their own horseback platoon and have used it in the past. The Toronto police have proven this past Rogers Cup that they are determined to maintain peace and had taken numerous preventatives measures, which puts people at ease to enjoy the events and celebrations.

I should take the opportunity to explain that it was the Toronto Police who were able to handle half a million celebrating sports fans in downtown Toronto in 1992 after the Toronto Blue Jays won the World Series. It was the Toronto police who learned from this experience and were able not only to handle one million sports fans the following year in downtown and uptown Toronto when the Toronto blue Jays won the World Series again, but they were able to keep the motor vehicle traffic moving! Now that is a massive accomplishment!
