"Outsiders inculcated in Serbia's 'barbarism' would be shocked to find that most of the under 30-year-olds speak varying levels of English."
Meh. The young people in Belgrade do, but once you get outside BG, forget it.
"I can not believe how racist this proposal was."
Well, apparently the Hungarians didn't agree -- they had the Peace Corps from 1990 to 1997.
The Poles had Peace Corps from 1990 to 2001. The Russians, from 1992 to 2003.
The Bulgarians, Romanians, and Ukrainians still have Peace Corps programs, and probably will for a few more years.
I'm not sure what's "racist" about it; and apparently the Hungarians, Poles, Romanians, etc., don't see the problem either. Go figure.
"can someone explain to me how a peace corp volunteer is qualified to teach the skills of manufacturing PROFIT???????"
Sure. About 80% of Peace Corps volunteers are under 25, mostly recent university grads. However, the other 20% are older, and include experienced and highly skilled professionals. It's not unusual for a lawyer, doctor or businessman to take a year or two "off" and join the Peace Corps. Successful professionals who are bored with the same old thing may do it to look for adventure or something different. (If you think that's strange, consider Doctors Without Borders. They're _100%_ volunteer professionals.)
Finally, the Peace Corps only provides help that is asked for. If the host country only wants English teachers, they get only English teachers. If they want nurses and accountants, they get nurses and accountants.
You can argue about how /much/ good the Peace Corps does. But, at a minimum, it's free foreign currency.
