Everything that the West does, EU/US/NATO, is selective, whether it's in Europe, Middle East, Asia or Africa. They do it it for their own benefit, i.e., security and economics. And yes, different standards do apply to different countries. Look at the Hague, ALL Serbs suspected of any wrong doing MUST be brought before them, yet Albanian war criminals are set up to govern in Kosovo. I think their scales of justice need an adjustment.

There may be some truth in saying Serbia's road to the EU will be hampered by holding on to Kosovo. Regardless of the region's final status as autonomous or independent, it has a long way to go in meeting the minimum requirement standards for membership negotiations. Without Kosovo (and Montenegro) Serbia is in a considerably better economic position. Never mind the fact that decentralization negotiations will all but make Serb municipalities in Kosovo virtual parts of Serbia Proper too.

However at the same time, I do notice some hypocrisy in the EU status talks with various countries in the Balkans. Romanian membership is already affirmed, even though economically speaking the country is in far worse shape than Serbia, and there are still major problems with human rights in orphanages, insane asylums, and hospitals. The same goes true for Turkey, which seems required to pass a "Muslim test" that other countries don't have to. Croatia is already negotiating ascension talks while there are still major problems related to resettling uprooted Serb families in Operation Storm. Perhaps the Road to the EU is selective for each country, and is determined by the greater powers of Europe.
