Serbia's main goal is for Kosovo to be dysfunctional....and create another Republika Srpska. The package should be mutual recognition, same rights for Serbs living in Kosovo to Albanians living in Presevo, Bujanovc and Medvegja.

You don't have to formally recognize Kosovo to lose it. It's already lost due to the fact that Serbs are not safe and don't have basic human rights. Rights to ride on a bus without being shot at. Have Serbian license plates or a telephone system.
So you have already recognized Kosovo by giving all the power to the Albanians.
