It seems to me that the President of Serbia is just the opposite - he'll meet with anyone, just as long as he gets media coverage.

As far as I know Serbia is not at war, unless Vucic is saying Serbia is with Russia. Although it is clear that whenever Vucic speaks it is clear that Vucic and other Serbian politicians allegiance is with Serbia.
