My assessment would be where Putin will be dropping the bomb and the scale of devastation. It will be for Putin to guess...If he dropd in Ukraine in a zone outside the Russian "liberated" areas then I would guess the "liberated" area could be the response so the Russian/Putin doesn't have to be worried any longer about "the liberation".

If Putin dares to attack a NATO country...there would be no hiding place for Putin.
