Council of Europe members have not distributed any "non-paper" on redrawing borders in the Western Balkans.

What a stupid statement that a non paper does not exist. Of course it does not exist officially. That's how its done to gauge the receptiveness of an idea; you dont put it on paper and distribute it for general discussion.
Very much like a very recent proposal to ask Russia to join NATO. Its verbal to gauge whether there is any positive response. Unfortunately for Stoltenburg Lavrov said not in this lifetime.
